I think you should realize, though, that most of the licensing money goes toward food, medical care and overhead costs for housing animals that are picked up by concerned folks like you. I'm not sure what they pay their operators. Perhaps he could have done more, but he would've likely called and gotten the disconnected number--then what? What you did was great, and probably saved the dog and the owner a lot of hassle. Too bad no one gives medals for saving the lives of pets.
