		<description>To quickly establish site layout, navigation structure, and basic UX I don&#039;t think there&#039;s any faster way than wireframing first. It sounds like you&#039;re skipping the wireframing step entirely and combining visual design and structure into one process. If you establish structure first with a wireframe, your &quot;design in code&quot; method will likely be even smoother - the XHTML really shouldn&#039;t change at all if your wireframe is good, leaving you to tweak only CSS and images.Modern wireframing tools (I use Mockflow) are object oriented (with huge libraries of dynamic objects to choose from), interactive, and easily sharable on the web. You can also of course use HTML to build a wireframe, but it can get fiddly if you have to frame things like pulldown menus or image galleries.If you must skip wireframing, I&#039;ve found Illustrator to be the best tool for making changes to a design quickly and efficiently. Vectors are naturally very quick easy to change and resize. Illustrator can even mimic object-orientation to a certain extent using symbols.</description>
